Slamdunk and Rose - both of you picked up on it, and even though I said civilians could be forgiven for operating in the 'white', it's usually a good idea not to. I just didn't want to be a naysayer and frighten anyone into thinking our streets have become a battle field (even though some days I wonder...) Though I have to add, we in the public can less and less afford to live in the "white" ourselves. It's getting rougher out there everyday, and our police are so over-taxed that we need to look after ourselves a bit more, when we're able. It is a skill that non-officers can hone to become more aware of their surroundings--potentially avoiding dangerous situations.
